It might be retain control especially the facility is geographically local or even on- premises it means you know where the data is which important from a compliance perspective, it also means that access to that facility can be tightly controlled .Let us go for a scientific definition: private cloud means using a cloud infrastructure only by one customer/organization and it is not shared with others
